All children are entitled throughout their childhood to parenting and family life that promotes and safeguards their health, development and welfare and protects them from harm. In all its decisions affecting children, the Unit fir the Rights of Children's first consideration is to achieve this.
Such care is best provided for a child within his or her own family, immediate or extended. Parents have a responsibility to provide this care for their child. This responsibility continues even though others may look after their child.
The Unit for the Rights of Children will work in partnership with parents, making services available that will assist parents to carry out their responsibilities.
All services will have the fullest regard for gender, racial and cultural differences, they will be accessible and be of high standards. In all its work with children the Unit will actively seek and have the fullest regard for their wishes and feelings.
Informal sources of support, such as NGO's and ward committees, are important to the wellbeing of children and families. The Unit for the Rights of Children will promote the use and development of these networks.
In carrying out its legal responsibilities, the Unit for the Rights of Children will work in co-operation with ministries and other necessary organisations to ensure the protection of children and the promotion of their welfare.
