A National Council for the Protection of the Rights of Children, a professional Government agency, was established in February 1992. This professional body is responsible for monitoring the NPA to promote universal adherence to the principles of the CRC. The National Council is now headed by the Minister of Women's Affairs and Social Welfare and is represented by fifteen members from twelve different bodies including, Ministry of Health, Ministry of Education, Ministry of Justice, Ministry of Planning and Human Resources and Environment, Ministry of Defence and National Security, Ministry of information and culture, Attorney Generals Office, the Citizen's Majlis (Parliament), the Unit for the Rights Of the Child, the Ministry of Youth and Sports, and the Supreme Council for Islamic Affairs.

In November 1992 the Unit for the Rights of the Child was established, under the Ministry of Home Affairs, as the secretariat for the National Council for the Protection of the Rights of the Child. In November 1996 the Unit for the Rights of the Child was transferred from the Ministry of Home Affairs to the Ministry of Women's Affairs and Social Security.
