* To identify and promote the interests of children with special needs and to work in partnership with other professionals towards provision of services this to include a broad and well-balanced education.

* To provide a system of emergency care, with appropriately skilled carers, for the child in exceptionally difficult circumstances.

* To provide, in liaison with other ministries, a residential facility for the girl child in exceptionally difficult circumstances. This to provide a good standard of education, therapeutic intervention and gender sensitive practice.

* To be aware of changing needs and to endeavour to adapt the services we provide accordingly.
